This is a campaign for independence for West Papua Independence Supports and I continue to friends in different countries.

Help the people of West Papua, they were so oppressed and brutally murdered by the Indonesian occupiers and the killings were not disclosed or not dieksposkan into the world so that we use email to inform the world. Please listen to the screams of the West Papuan People Suffer. Papuans wanted independence because it is very Oppressed.

I hope there are people who want to voice this to the world and can share it with the United Nations in order to see the issue of West Papua.

WEST PAPUA: LATEST REPORT FROM PUNCAK JAYA, INDONESIA MILITARY SWEEPING OPERATION IN TINGINAMBUT

This report is in two parts. The first relates to the targets of joint TNI and Police sweeping operations in Tingginambut and the second provides the chronology of the shooting and funeral of Werius Telenggen dan Yarton Enumbi. Part One: Joint TNI and Police Operation Plan and Targets
The Indonesian government, through the TNI and POLRI are planning a violent sweeping operation in June 2010. Its goal is to provide income to GOLIAT Tabuni and the soldiers in the district of Tingginambut. In meetings between the local government and the military in May, police
and military officials requested that all members of the local community and church, including youth, traditional leaders and village heads move out of the area of the military district of Tingginambut by 27-28 June 2010. The final date to have moved is 28 June 2010, because after that date this district will become a military operations area (DOM -Daerah Operasi Militer) in which the police and military will conduct sweeping operations in the villages, forests and even caves.

This very stern announcement made by the TNI and POLRI stated that after 28 June 2010, any person in the area - whether armed or not - will be killed in a 'scorch the earth' policy.

TNI and POLRI will take brutal action. They have no regard to human rights and will kill indiscriminately. As evidence of this fact, even before this operation began, the military killed two human rights activists, Warius Telenggen dan Yarton Enumbi on 17 May 2010 in the village of Yambi.

GIDI Churches in Yogorini, Pilia, Yarmukum have been burnt to the ground by the police and military. The GIDI Church at Yarmukum was a newly built church with seating capacity of 500, which had not yet been officially opened for prayer. It is reported that the military set the church alight while some parishoners were sleeping inside. The attack by the military and police on a house of god illustrates clearly their brutality.

THE SHOOTING OF WERIUS TELENGGEN AND YARTON ENUMBI

On Monday, 17 May 2010 TNI forces surrounded upstream river YAMBI in the area where members of independence activists live under their leader, Werius Telenggen. The attack began at 5.00am. The target of the attack was Werius Telenggen, who was shot dead. Most of the rest of the group
members escaped, except for one OPM/TPM member, YARTON ENUMBI, who was also shot several times by TNI soldiers. It is understood he died shortly afterwards at the scene.

The bodies of the two men were later taken to general hospital in Mulia . The local community was too scared to leave their homes for the rest of the day because of the attacks and continued military presence in the area. The hospital was monitored by TNI and POLRI forces, with staff and
visitors being escorted by police and military officers. The bodies of the murdered men were not returned to their families until 9.00am, who were supported by church leaders. The military-style funeral was provided by the students of Alkitab School of Lani Language and the
Evangelical Church in Mulia.

Church leaders decided that Werius Telenggen would be buried in in front of the Evangelical Church of Indonesia in Mulia. The community and church leaders decided to bury the men there in recognition of their roles as heros of the struggle for human rights for the people of Papua.
Warius was buried in Mulia on 18 May 2010. Church leaders also announced that if any further TPN/OPM members are shot during the forthcoming military operation on 29 June, they too will be buried together in Mulia as heros of the Papuan people who sacrificed their lives for the struggle for freedom of the nation, in accordance with the wishes of the local community. Commander XVII Trikora, Major General TNI Hotma Marbun issued a statement that the sovereign nation of Indonesian begins from Sabang and ends in Merauke and will not be divided or split up. From the beginning until now, history has proven that Papuan independence cannot and will never be achieved. I guarantee that while the TNI is present here, this cannot and will not happen. Only when the TNI is dead and gone, will independence be possible. Source: Cendrawasih Post, 18 May 2010. This statement affirms that the Unitary Republic of Indonesia can only be defended by a strong miliary (TNI). Is it true that Papua will never be independent while the military controls the nation? If so, how could East Timor, which is now the independent state of Timor Leste, gain its independence in 1999 irrespective of the strength of military presence? With this report, we attach some photos of the bodies and their burial in Papua, which was organied and attended by the people of Puncak Jaya and their church leaders. It is difficult to get access to the region since the shootings, the military is maintaining tight control of the
area.

We take action because we value ourselves and we value our people. We value ourselves because we are the owners of this land and we take action because freedom and human rights are the right of all peoples, because all of us have equal rights and are equal before God. The Indonesian government has come to loot our land, to burn our homes and to kill our people.


Is there not a nation in this world that will support our right to determine our own future and exercise our right to self-determination? We request assistance and advocacy from people everywhere to take action to protect us from extinction at the hands of the Indonesian government.
Others like Werius will be killed in the same way in the struggle to protect and maintain the people of Papua and our nation without support from the international community.











French Journalists Arrested in Papua

Two French television journalists were arrested by immigration officers in Jayapura, Papua on Tuesday.

Baydo in-Koeniag, a French television producer and her reporter Caroll were arrested at 1.30 p.m. when they were covering a rally held by the National Committee of Western Papua at Papua's Regional Legislative Council in Jayapura. The reason for their arrest is unknown. The two journalists are currently undergoing intensive questioning by the local immigration officers.

Meanwhile, the Directorate General of the Ministry of Legal and Human Rights said they had not received any reports about the arrest.

In July 2009, three French television journalists from France 24 network were also arrested by police and security officers of a pulp factory in Jambi when they were covering an alleged illegal logging.

The Australia West Papua Association (Sydney).

A military operation is taking place in the Puncak Jaya region of West Papua. Security forces are conducting a sweep (operation) in the area to pursue members of the Free Papua Movement (OPM). During the operation a member of the Free Papua Movement was killed in the Kampung District Goburuk Yamo, on Monday. According to a police public relations officer the OPM member was shot because he refused to surrender. The security forces claim they have also seized a number of weapons and ammunition during the operation and they are continuing their pursuit of the OPM.

Joe Collins of AWPA said, “AWPA is greatly concerned for the civilian population in the area. Many reports have pointed out the the security forces have great difficulty distinguishing between what the term separatists and the general public”. We are also concerned that the security forces are preparing for a larger operation in the area . It would appear that the local government in the Puncak Jaya region has called on the TPN / OPM operating in the Tingginambut district to surrender, otherwise the TNI and police will undertake operations to pursue, capture and crush them.

The Jakarta Post reported on Sunday that the Justice and Human Rights Minister Patrialis Akbar, planned to release a number of Papuan political activists jailed for campaigning for separation from Indonesia. This is welcome but he should also be calling on the security forces operating in West Papua to halt all military operations in the area to avoid further bloodshed.

Joe Collins said, “the problems in West Papua won’t be solved by deploying more troops to the region or conducting more military operations. What is needed is dialogue between Jakarta and West Papuan representatives.”

1. The U.S. Department of State, UN investigators and human rights organizations have documented threats to freedom of expression and dire prison conditions in the Indonesian provinces of West Papua and Papua.

2. The government of Indonesia must demonstrate its commitment to freedom of expression by releasing people convicted for peacefully expressing their political views, improving prison conditions, and allowing access to the International Committee of the Red Cross.

3. The U.S. Congress needs to be a strong advocate for human rights in Indonesia and elsewhere. Representative Kennedy's resolution is an opportunity for members to express their commitment to the rule of law and freedom of expression in Indonesia. This can only strengthen democracy.

RESOLUTION

Expressing the sense of the House of Representatives regarding the human rights crisis in Papua and West Papua.

Whereas the Department of State's 2008 Human Rights Report on Indonesia documents the detention of at least 30 peaceful Papuan activists, the killing of a Papuan man at a peaceful rally, and additional evidence of suppressed speech, societal abuse, and discrimination against religious groups, violence and sexual abuse against women, child labor, and human trafficking;

Whereas the Government of Indonesia has recently banned the International Committee of The Red Cross (ICRC) from the Provinces of Papua and West Papua which followed ICRC visits to detention facilities;

Whereas a 2007 United Nations report by United Nations Special Rapporteur on Torture, Manfred Nowak, found "widespread torture in Indonesian prisons" and "the use of excessive force by Indonesian security forces in particular in Papua" and that "beatings and other forms of torture are entrenched in much of Indonesia's prison system where a culture of impunity reigns";

Whereas Indonesian President Abdurrahman Wahid permitted Papuans to fly the "morning star" flag as a cultural and historic symbol;

Whereas Amnesty International has identified numerous prisoners of conscience in Indonesian prisons, among them Papuans such as Filep Karma and Yusak Pakage, imprisoned for peaceful political protests including the display of the "morning star" flag which has historic, cultural, and political meaning for Papuans;

Whereas 40 Members of Congress in 2008 petitioned Indonesian President Susilo Bambang Yudhoyono on behalf of Papuan political prisoners Filep Karma and Yusak Pakage;

Whereas a Human Rights Watch report on June 5, 2009, noted "torture and abuse of prisoners in jails in Papua is rampant"; and

Whereas prominent Indonesian leaders have called for a national dialogue and Papuan leaders have called for an internationally-mediated dialogue to address long-standing grievances in Papua and West Papua:

Now, therefore, be it

Resolved, That it is the sense of the House of Representatives that

(1) the Government of Indonesia should report to the international community specific progress made regarding

(A) the end of abuse of those detained by authorities in Papua and West Papua and prosecution of those guilty of that abuse;

(B) actions taken by the Government of Indonesia to improve conditions of incarceration, especially in Papua and West Papua;

(C) measures taken to protect the right of its citizens to peaceful assembly and association as well as the freedom of speech and specifically symbolic speech, such as raising banners or flags;

(D) compatibility of Indonesian law that criminalizes peaceful political dissent and conflicting Indonesian commitments concerning the rights to freedom of speech and assembly guaranteed by international covenants to which Indonesia is a party, to include the Universal Declaration of Human Rights; and

(E) provision to or access to detention facilities in West Papua by recognized human rights monitoring institutions, including the International Committee of The Red Cross; and

(2) the Government of Indonesia should allow an independent, third party human rights organization to review prison conditions with special attention to Papuan inmates and on the basis of that review, formulate a series of recommendations to the Government of Indonesia that would facilitate prison and legal reforms especially to

(A) address deficits in facilities, personnel training, and procedures for the purpose of improving the humanitarian treatment of those detained;

(B) formulating procedures, including judicial reform and legal remedies to ensure that prison authorities face appropriate punishment for mistreatment of those detained; and

(C) encourage reform of the Indonesian criminal code and sentencing procedures to ensure that they reflect Indonesia's commitments under international undertakings and Indonesia's own legal obligations to protect fundamental human rights, including the rights to freedom of speech and peaceful assembly and association.
